It took a Rolling Stone article about the alleged rape victim in order for the university to take action.
I would think that the student coming forward with an initial claim of rape should have been enough. Such a claim should have forced the university to act. But to place a blanket punishment on all fraternities is questionable.

Letter to the editor:
When U.Va. authorities stated that students accused of rape had graduated and that dealing with those particular students was no longer a problem for the university, that was a cop-out. A university can revoke the degree of students involved in misconduct. If those students are guilty, not only should their academic records reflect it, but the records should also show appropriate actions were taken. The criminal justice system should also deal with those students.
