Seldom-seen Marco Rubio returns to Capitol for president's speech

He's baa-ack.

Sen. Marco Rubio, who doesn't much like being in the Senate, has returned to Capitol Hill for President Obama's seventh - and final - State of the Union address on Tuesday.

The Florida senator, who's been roundly criticized for neglecting his day job as he runs for the GOP presidential nomination, scrapped a planned fundraiser in Florida and flew into Washington Monday night, making the tail end of a closed-door briefing for members of the Senate Foreign Relations Committee.

The briefing was about North Korea's recent nuclear test, a development Rubio has railed about recently.

His decision to attend the briefing was made at the last minute. It might have looked bad for Rubio to skip an important briefing on North Korea after making foreign policy a centerpiece of his presidential campaign.

Earlier, he caught some heat for missing a Senate briefing on the Paris terrorist attacks in November.

In September, Rubio canceled a fundraiser to vote on the Iran nuclear deal.

The Hill newspaper says the only member of Congress running for president who will miss the State of the Union speech is Republican Sen. Ted Cruz of Texas, who will be campaigning in New Hampshire.
